Franco-Dutch dialogue highlights growing role of European University Alliances
The fourth Franco-Dutch Strategic Dialogue on European University Alliances from 23 to 24 March 2026 brought together policymakers, institutions and students to exchange views on the future of transnational cooperation in higher education. Representing ENGAGE.EU, Tilburg University, University Toulouse Capitole and Secretary-General Sabine Sainte-Rose took part in the event in The Hague.
A total of 17 university alliances, alongside diplomatic representatives, agencies, the European Commission, and Dutch and French ministries of education and research, engaged in policy discussions combined with practical exchanges. The discussions focused on challenges and opportunities for alliances, the integration of STEAM approaches, and the broader role of alliances within the European Education and Research Area.
The dialogue highlighted several key trends on how to make alliances a lasting force: European University Alliances are increasingly seen as structural actors, embedding themselves within academic systems and contributing to innovation, competitiveness and European values.
For Jacotte Faure, Institutional Coordinator for ENGAGE.EU at University Toulouse Capitole, the seminar provided valuable insight into the Dutch context and its approach to European cooperation: “I particularly valued the exchanges with colleagues from other alliances, which allowed me to share experiences and gain new perspectives”, she said. “It also gave me a clearer understanding of the European Commission’s key priorities, such as the European Degree, partnerships outside Europe, and the role of alliances as a model.”
In her closing remarks, Sabine Sainte-Rose emphasised that alliances go beyond mobility, fostering both institutional transformation and a shared European identity. She outlined a simple but powerful vision: “That by 2040, European University Alliances will be a given in Europe (…) Not something we still need to explain, justify, or defend—but something that is simply there. Natural. Embedded. Essential. If we continue to listen, to learn, and to build together, this is not just a dream. It is a future within reach.”
The event also featured a strong student perspective, reinforcing the idea that students are central to the success of alliances. A forthcoming position paper is expected to further outline key lessons learned and recommendations.
